Job Description:Primary owner to the design function of assigned projects that install or maintain overhead and underground equipment for various company projects requiring communication and coordination between Distribution, Substation, Transmission engineering, field and support personnel, company management, and external entities. Under minimal direction, develops the scope and cost estimates, design and drawing layout, labor, equipment and material specifications necessary to accurately estimate costs for the most complex and technically demanding projects. Performs office and field technical work to determine design and customer requirements for electric facilities according to company standards. Works with city, county, state, company, and other personnel as needed to optimize the design criteria for electric installations and modifications. Assists and works with other company departments and external entities on requests and specialized services as needed to support the company. Assists design services management with budget, planning, scheduling, government entity communications and other duties as needed.Mandatory: A Bachelors Degree in Engineering Technology, Mechanical, Electrical, or Civil Engineering or equivalent technical field such as Construction Science and Management is preferred (requires no less than a High School diploma).The ideal candidate will have related experience in technical design, project management skills, and experience leading contractors or employees in a technical function. Job Summary:This position has single point accountability for the projects they are executing. They will be under the general direction of a Sr. Project Manager. This position is responsible for the management of all phases of project planning and execution to ensure all project success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. In addition, this position is highly involved in the funding management and budgeting of the project / program responsible. This position will work directly with a full project team on a daily basis that includes Project Controls, Construction Management, Engineering, Real Estate, Environmental, Permitting & Community/Public Engagement to name a few. This position typically will be assigned projects classified as "Green " per the Project Management Center of Excellence Project Profile Matrix. Green projects typically range from $50 to $250M with a moderate to high level of complexity. These projects typically involve complex but mature technology, moderate scope complexity, and stakeholders that include facility and department level personnel in addition to Senior Management, and possibly the Board of Directors and External Agencies. The PM serves as the unifying agent providing leadership, management, direction, coordination, and control of the overall project in accordance with the established policies, procedures, systems, and requirements. Responsibilities and Duties: Describe the major responsibilities and significant job duties required to successfully perform each responsibility. Indicate the approximate percentage of time spent on each responsibility during the year by order of overall importance or impact. 25% Establish and maintain communications among all project/programs stakeholders. Structure, lead, and/or assist in leading all project related meetings and reports required to ensure open communication between all team members, key stakeholders, and management (regular project reviews, kickoff meetings, weekly reports & monthly reports) and to properly report project status. Assure that Project Plan, all appropriate reports and reporting means are developed and managed according to PMCoE Standards. The PM manages all matrixed members of the team on a daily basis and is responsible for assuring all project deliverables (KPIs) are being met. 40% Plan the project (s) assigned to, including scope, schedule, cost, safety, and quality aspect of the project. Drive the process of project planning including scope definition, estimating, schedule formation and monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes. This includes project planning and execution activities like scope definition, detailed design, construction, start-up and commissioning, turnover to operations, and warranty management. 25% Execute projects according to Plan within designed scope, cost and schedule limits. Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, WBS, schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plan, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out. 10% Effective Presentation Skills. ROLE SUMMARY:The Site Contract Manager supports the project and construction team on all site related contractual issues during the construction and commissioning phase of a state-of-the-art, high efficiency gas-fired power plant. He/she identifies potential delays, claims and changes at an early stage and subsequently collects and documents all relevant information in order to ensure successful claim and change management with subcontractors and customer. The Site Contract Manager works closely with all functions based at site and with selected functions at head quarters to build claim files, prepare and conduct negotiations with relevant third parties (customer, partner, subcontractors and suppliers). Main responsibilities include creating electrical protection & control and/or physical layout design deliverables. Projects range in size, complexity, and voltage class from small distribution equipment upgrades to large transmission projects.
