Sr Specialist - Fuel Oil Pipeline Compliance Supervisor

QUALIFICATIONS:

Core:

The 74th Street Station seeks to recruit a highly motivated and dedicated professional to join its Operation Management team as the Fuel Oil Pipeline Compliance Supervisor. The successful candidate must possess strong interpersonal, oral and written communication skills, and must be able to effectively interact with various company departments and outside regulatory agencies in a positive and constructive manner at all levels. S/he must have strong analytical and computer skills. Must be flexible in handling multiple work assignments, changing priorities, and different work schedules in a fast-paced environment and be able to meet deadlines. The successful candidate must be able to exercise independent judgment and render sound business decisions related to operation and maintenance of a regulated fuel oil pipeline in accordance with USDOT regulations. The candidate must possess a Bachelor's degree in Engineering, Environmental Science, Chemistry, an Applied Science, or a related field, with 3 years applicable work experience, or an Associate's degree in a related field to those above with 5 years applicable work experience.

Additional:
- 3+ years' supervisory or demonstrated team leadership experience preferred. USCG Third Assistant Engineer and/or NYC Stationary Engineers License preferred.


RESPONSIBILITIES:

Core:
- The Fuel Oil Pipeline Compliance Supervisor will be responsible to conduct and track various regulatory compliance areas for fuel oil pipeline #2 (FOPL2) according to Federal (PHMSA) and State (PSC) regulations. S/he will conduct monthly right of way (ROW) inspections and pressure decay tests with station and company personnel, work with TransCanada-Ethos Energy, Gas-Tunnel Maintenance, and Central Engineering personnel with managing the operation and maintenance of the fuel oil pipeline. The Pipeline Compliance Supervisor will obtain and retain documentation for the following areas of concern-Fuel Oil Leak Detection (FOLD) system, Atmospheric Corrosion Inspections, Integrity Management Plan (IMP), Cathodic Protection (CP), Public Awareness Plan (PAP), Control Room Management (CRM) Plan, FOPL2 Operations and Maintenance (O&M) Manual, and Damage Prevention Program (DPP). S/he will work with the station Operations Trainer to maintain the Operator Qualification (OQ) program; written material and annual operator testing, schedule EH&S quarterly, semi-annual, and annual deployment drills. The successful candidate will conduct monthly meetings with the different operating groups and issue reports that review compliance with regulations, company procedures, and specifications to PHMSA, NYSPSC, and FDNY-Bulk Oil groups. The successful candidate will also investigate incidents, review repair/maintenance plans, and mitigate potential violations of internal requirements (CEO Compliance) as well as Federal, State, and City Codes while providing recommendations for corrective actions, as necessary. S/he will review proposed specification changes for adherence to procedures and code compliance. The Pipeline Compliance Supervisor will also recommend and/or review any upgrades or planned modifications to the FOPL2 infrastructure; piping, pumps, metering, SCADA system and fiber optic communications system.

Additional:
- Supervision of operations personnel during pipeline operations activities and tests, and coordination of activities at the Ravenswood Steam Station, Ravenswood TransCanada, and 74th St Station as needed in support of FOPL2 and the Ravenswood Steam Station.

PHYSICAL REQUIREMENTS:

Core:

Must be able to visit field sites in all types of weather and be available for weekend inspections. Must be physically able to inspect the fuel oil pipeline within the company facilities; 74th st station, Ravenswood tunnel, and along the ROWs and able to climb emergency ladders for evacuation purposes. Must be available for on-call duty during emergency operation related to EH&S conditions. Must have a valid driver's license and be able and willing to travel within the company's service territory.
