OBJECTIVE
To define the areas of responsibility and authority connected to the group level functions of the Group Quality, Health, Safety, and Environmental (QHSE) Manager, and the regional responsibilities and authority this position will have regarding operations in the Americas.
APPLICABILITY
The description is valid for the Group QHSE Manager who reports to the Regional Director, Americas: the member of the GLT who has global responsibility for QHSE. Due to this reporting structure, it is required that the Group QHSE Manager work out of the Houston Regional Office.

ROLES AND RESPONSIBILITY
The Group QHSE Manager has both Group and Regional (Americas) responsibilities. These responsibilites are outlined below:
Group Responsibilities
*Maintain the group ISO 9001, ISO 14001 and OSHAS 18001 certifications
*Prepare group management system procedures for review and approval and maintain existing procedures to ensure applicability and ease of use
*Maintain document master list and file of original group management system procedures; ensure all records are maintained and filed as appropriate
*Schedule annual Group Management Review to comply with ISO 9001, 14001, and OSHAS 18001 requirements, review and prepare appropriate documentation for Management Review, and write the minutes of meeting and follow-up on appropriate action items
*Liaise with the various departments regarding quality and HSE matters and assist with the implementation of new processes and procedures as necessary
*Act as the primary contact with the external ISO auditing body regarding audits and certifications
*Create and maintain the internal and external audit schedule for all regions
*Represent the company during external audits as the responsible QHSE manager regarding the aspects of the Group Management System
*Maintain the QHSE Event System - Add users as necessary, ensure events are being closed in a timely manner, and perform various tasks to support the system
*Ensure Regional QHSE managers are annually reviewing their Region's legal, environmental aspect/impact, and risk registers
*Use Six Sigma principles to lead process improvement projects and provide statistical analysis for various departments
*Facilitate quarterly QHSE Managers' meetings either by teleconference or in person
*Assist the GLT in setting annual objectives related to quality, health, safety, and environmental principles and provide quarterly status updates
Regional Responsibilities
*Ensure the Region is following the requirements to maintain the ISO 9001, ISO 1400, and OSHAS 18001 certifications
*Schedule and facilitate regional monthly management meetings to maintain focus on key initiatives
*Prepare procedures for review and approval and retain existing procedures to ensure applicability and ease of use
*Coordinate with all line managers to ensure implementation of quality and HSE processes and procedures
*Maintain document master list and file of original procedures; ensure all records are maintained and filed as appropriate
*Schedule annual Management Review to comply with ISO 9001, 14001, and OSHAS 18001 requirements, review and prepare appropriate documentation for Management Review, write the minutes of meeting and follow-up on appropriate action items
*Liaise with appropriate auditors regarding internal and external audits; prepare the necessary documentation to close deficiencies from audits
*Perform Internal audits, at various regional offices, regarding the ISO 9001, ISO 14001, and OHSAS 18001 standards; prepare and submit final reports to regional management upon completion of the audits
*Ensure quality and HSE non-conformities and complaints are filed in the appropriate systems and are closed in a timely fashion
*Maintain the regional environmental aspect/impact, legal, and risk registers
*Assist in setting yearly environmental goals/targets and track such indicators as set each year
*Review HSE training needs of company personnel and ensure training is executed
*Act as the Chemical Hygiene Officer for the laboratory
Qualification Requirements
*Bachelor's Degree in a Scientific or related field from an accredited University
*Completed training on root cause analysis and risk assessment principles
*Completed Lead Auditor training and attained the following knowledge competencies:
-Quality Management Systems
-Environmental Management Systems
-Management Systems Auditing
-Leading Management Systems Audit Teams
*Attended training regarding Laboratory Safety Principles
*Successfully completed training requirements regarding regional health, safety, and environmental laws
*Preferred Requirement: Obtained certification as a Six Sigma Greenbelt
Authority
*Has the authority to halt any process or activity which is suspected to produce erroneous results, may be unsafe, or may impact the environment
*Represent company as required in work with quality and HSE regulatory bodies
*Per personnel administrative guidelines (PAG) and chart of authority (COA)
Quality
*Ensure work is carried out in accordance with procedures as described in the management system
*Report non-conformities/complaints and propose corrective actions
*Identify possibilities for quality improvement
Health, Safety, and Environment
*Promote a work environment with a strong HSE culture
*Follow and implement the company HSE policy and procedures
*Assist and follow-up with HSE incident reports
*Be familiar with the environmental aspect/impact register
*Follow the environmental guidelines to meet the environmental goals and targets
*Follow the recycling and waste policies
*Encourage employees' physical, mental and social well-being
*Safeguard production and properties
*Promote environmental consciousness in relation to our services to reduce environmental footprint
*Complete HSE training as assigned
