The HSE Officer will:
Be educated to the appropriate level as defined in NR/L2/INI/CP0070 - Principal Contractor Licensing Scheme
Prepare Construction Phase Plans for project works and assist in the preparation of and/or review and evaluate Work Package Plans prepared by the Project Manager/team for projects
Have the appropriate levels of knowledge and experience to provide advice and support to the project team including the Project Manager, Site Manager, Field Engineers and the Site Health & Safety Manager during project lifecycles and activities
Promote Health & Safety Best Practice in their day-to-day activities to support the growth and continuous improvement of the business
Be a 'hands-on' individual and be prepared to do as well as advise
The Health, Safety & Environmental Officer will be responsible for applying the following competencies and also for supervising others to apply the following:
Providing the project team with expertise, direction and leadership on all aspects of project safety management, as required, to ensure the organisation meets its obligations under H&S law and industry requirements throughout project lifecycles
Providing guidance to the site teams which is a significant element of the role
Co-ordinate and assist the project team to prepare, monitor, review and update project H&S documentation as defined under contractual documentation
Assist the Bid team on Health, Safety & Environmental areas as required
Liaise with members of the project team on an as required basis to address, review and/or advise on HSE related matters
Investigate all incidents & accidents across projects and reporting any serious H&S breaches
Undertake and record project H&S audits/inspections on a frequency as defined within project H&S plans to measure company performance and compliance
Organise, prepare and present workshops on Health, Safety & Environmental issues to advise project staff on relevant issues applicable to undertakings as identified / required
Ensure issues raised during site inspections are dealt with in a timely manner
Provide guidance and advice to the project team on CDM compliance throughout project lifecycles as required
Attend progress meetings including kick-off meetings and others throughout project lifecycles as required
Liaise with client managers/representative on SHE matters, site issues and company performance including Principal Contractor Licensing audit arrangements
Provide health and safety and environmental guidance and advice to site managers and site operatives including safety communications, noise and waste
Liaise with client representatives on an as required basis to address HSQE issues and implement appropriate control measures to address risks

Prepare Safety Briefings and cascade information to applicable staff to highlight identified issues relevant to project undertakings as identified / required
Prepare and perform inductions for staff and/or contractors/sub-contractors prior to their involvement on applicable projects
Monitor and review conformance with statutory and industry requirements throughout project lifecycles
Attending project liaison meetings with project team members and stakeholders as required in any location within the uk.
The Health, Safety & Environmental officer (HSEQ) shall delegate responsibility for a project to an equally experienced and qualified member of staff during periods of authorised absence. During unauthorised absence periods or where absence is not foreseen the responsibilities of the HSEQ must be undertaken by an equally qualified and experienced member of staff and/or as proportionately permitted by the client's representative.
The HSE Officer must be able to work away from home (Nights) and support any ADC Office/Project.
