Position: Director of Gas Operations

Department: Corporate Leadership

Reports to: President/CEO

Purpose of Position:

In order to achieve company goals of providing excellent customer service that is competitively priced and highly reliable, the Director of Gas Operations position exists to achieve these objectives:

  1. Direct the design, construction, operation and maintenance of the s natural gas and propane distribution systems in a safe manner as defined in Part 192 of the Pipeline Safety Regulations and the U.S. Department of Transportation.
  2. Direct the operation and maintenance of the Liquefied Natural Gas (LNG) facilities in a safe manner as defined in Part 193 of the Pipeline Safety Regulations, U.S. Department of Transportation.
  3. Direct the design, construction, operation and maintenance of propane storage facilities in a safe manner as defined in NFPA 58 (Liquefied Petroleum Gas Code) an NFPA 59 (Storage and Handling of Liquefied Petroleum Gases at Utility Gas Plants).
  4. Become an effective working member of a management team dedicated to providing affordable and reliable natural gas and propane service to consumers.

Minimum Job Specifications:

  1. Hold a valid Wyoming driver's license.
  2. Minimum education requirements are a high school graduate. (Higher education in engineering would be helpful.)
  3. Familiar with Pipeline Safety Regulations Parts 192 and 193.
  4. Familiar with National Fire Protection Associations Parts 58 and 59.
  5. Minimum experience required is fifteen (15) years with natural gas distribution company in the capacity of construction, engineering and customer service to assure familiarity with applicable engineering practices, approved construction methods and competent methods of customer service.

Essential Duties/Responsibilities:

The following are essential responsibilities of this position and do not include marginal functions that are incidental to the performance of the fundamental job duties. The scope and duties of this position may change or be temporarily altered based on the business needs. The basic requirement of every position is to perform all tasks as assigned by the President / CEO.

Natural Gas and Propane Distribution Systems:

  1. Plan for and direct the resources needed in the design and construction of the Cooperative's natural gas and propane distribution systems.
  2. Plan, schedule, implement and supervise outage and overtime reduction programs.
  3. Ensure that the design, installation, inspection, maintenance and operation required by Part 192, the O&M Plan, The Emergency Plan and the Standard Practices are performed according to those written procedures.
  4. Monitor the activities of gas operations crews so that safety, efficiency, and productivity are the primary objective of each employee.
  5. Ensure that all Gas Employees associated with the performance of incident related activities are qualified through training and experience to safely and competently perform the required tasks.
  6. Assist engineering in the implementation and development of company's safety program.

LNG Facilities:

  1. Plan for and direct the resources needed in the operations and maintenance of the facilities
  2. Ensure adequate LNG supply is available at all times.
  3. Ensure that all inspections, maintenance, and operations of the LNG facilities as required by Part 193 and contained in the O&M Plan, Emergency Plan and Standard Practices are performed according to those written procedures.
  4. Direct the activities of unloading LNG and provide information as needed to the appropriate personnel for LNG deliveries.
  5. Provide the necessary resources to effectively operate each plant under any weather or demand circumstances.

Propane Tank Facilities:

  1. Plan for and direct the resources needed to design, construct, operate and maintain propane tank facilities.
  2. Ensure that adequate propane supply is available at all times.
  3. Ensure that the design, construction, inspection, maintenance, and operation of all propane tank facilities as required by NFPA 58 an NFPA 59 and contained in the O&M Plan, Emergency Plan and Standard Practices are performed according to those written procedures.
  4. Monitor the activities of unloading propane and provide information as needed to the appropriated personnel for propane deliveries.
  5. Provide the necessary resources to effectively operate each plant under any weather or demand circumstances.

Management Team:

  1. Manage an efficient public and employee gas safety program.
  2. Prepare, in consultation with departmental employees, recommendations to the President/CEO for an annual construction and operations work plan and budget.
  3. Conduct regular meetings with departmental personnel for training and communications.
  4. Coordinate with engineering on short range and long range planning as required. Ensure that assigned projects are completed within a reasonable time to guarantee prompt service to the member and achieve established goals.
