Procurement Projects Interface - Procurement Projects Interface function will be the procurement representative during
the Basic Engineering and EPC(m) phases of the project. Main tasks are: to assist the Project Manager in the tendering and commercial negotiation for the selection of Engineering Contractor for those two phases with the support of Legal Adviser to supervise, coordinate and attend final negotiation(s) with bidders for the Long Lead Items (LLI) to be purchased during the Basic Engineering phase to supervise and coordinate all procurement activities performed by the selected EC to ensure compliance with General Procurement Procedures and overall Project Requirements; to notify Top Management and get approval for purchases of equipments, bulk material and construction works in accordance with DoA (Delegation of Authority) rules. This is a full-time position during an estimated period of 2.5 years starting end April. 2018. Job description: During the Preliminary Studies phase: prepare / make available the Procurement requirements / specifications, in accordance with the governance rules (GT&C's, draft Basic Engineering contract, commercial templates). prepare the General Procurement Procedures applicable on the project prepare and have available Project Master Bidders List. support the Project Manager and participate in the preparation of the Procurement Strategy. initiate the preliminary Procurement Plan in good faith with Project Manager. prepare and issue RFQs for the Basic Engineering Services. negotiate the commercial conditions related to the Basic Engineering Services contract with the support of Legal Adviser during the Basic Engineering phase: prepare tender commercial documents including the EPCm contract draft for launching inquiries for EPC(m) Contract in collaboration with Project Manager and Legal Adviser. update the Procurement Strategy and Procurement Plan in collaboration with Project Manager. supervise, coordinate and attend final negotiation in procurement activities performed by selected Basic Engineering Contractor for the LLIs. take care of eventual budgetary quotations to secure the Basic Engineering cost estimate. attend the commercial negotiations to finalize the POs for LLIs. attend all clarifications and lead commercial clarifications and final negotiation(s) for EPCm contract During the Execution phase: review and approve all commercial documents issued by EC prior to issue them to the final approval of Project Management and Top Management as per DoA rules. Review and agree all procurement procedures to be issued by selected EC. Transmit the procurement plan to EC for further integration of all the necessary equipments, bulk material and construction works. finalize the POs for the items in the owner's scope. follow up / monitor all the procurement activities performed by the EPCm contractor (on the behalf of the owner). participate to the final commercial negotiations for the mains requisitions in the scope of the EPCm (promote the cost saving approach). support the Project Manager for the validation / negotiation of the change requests, claims, non-conformities, ..., with the awarded vendors and sub-contractors. support the Project Manager for the Cost Control and the Cash Out forecasts. supervise EC activities in expediting and inspection coordination. supervise the control and payment of SUPPLIERS' invoices. The Procurement Projects Interface function will report to the Project Manager and have a functional relationship with the Martorell Site Procurement Manager and the Procurement Projects Specialist. The main stakeholders will be the Project Team, the Basic Engineering and EPCM contractors, and the Procurement Management. Qualifications: * Bachelor or similar education with a good knowledge in technical purchases. * Senior purchaser with experience (3 years min.) from large industrial construction projects. * Capability to negotiate high value purchases for equipment/bulk materials and construction contracts including commercial conditions and General Terms and Conditions. * Good technical knowledge about technical equipment and materials are required for such projects. * Fluent in English. * Fluent in Spanish. Personal characteristics: * High working capacity. * Integrity, professionalism, flexibility. * High learning capability. * Good qualities in communication and relationship building with EPCm Contractor and Project Team and Management Team. * Must be able to make clear demands to the EPCm Contractor to reach the objectives of the project in collaboration with Project Manager.
