Spencer Ogden is working on behalf of a leading provider of consulting and engineering services. This company supports government and commercial clients by providing innovative solutions focused on water, environment, infrastructure, resource management, energy and international development.

Position Responsibilities

*Lead teams providing P3 technical advisory services
*Support with delivery of PPP due diligence services to private investors
*Support with PPP advisory services provided to private investors or developers
*Support governments in procuring PPP services from private investors, form the technical, commercial and financial perspectives
*Provide range of services related to PPP and other forms of alternative delivery in the Gulf region, from strategic planning and organisational change, change management through procurement and implementation to management and oversight of PPP programs
*Conduct feasibility studies with evaluation and assessment of the suitability and viability of infrastructure projects for private investment
*Select most suitable PPP models and provide recommendations to governments and public entities
*Support the development of business cases that evaluate procurement alternatives and provide knowledge transfer from prior project experience
*Contribute to the drafting of procurement documents (RFEIs, RFQs, RFPs, contracts and project agreements)
*Coordinate will other advisors (legal, financial) and manage large projects of consultants
*Conduct business development in the PPP field, including networking, marketing (presentations, speaking at forums and conferences etc.)
*Large amount of experience with significant PPP experience is required
*Master's Degree - MBA, Economics, Finance, Engineering, Law or relevant fields
*Experience in the GCC is essential
*PPP knowledge (preferably supported by a diploma, certification or well-known trainings)
*Strong sector and technical experience in one of several of the fields: water & wastewater, power, infrastructure (transportation, airports, roads, rail…)
*Understanding of project finance and ability to define financial structures and build financial models
*Understanding of risk allocation methods
*Understanding of PPP procurement models and experience in conducting PPPs procurement projects
*PPP services being delivered by multi-disciplinary teams comprising legal, financial and technical skills and the individual will be responsible for maintaining appropriate teaming relationships
*Ability to deal with high-level government officials and develop relationships
