Position Summary

Plan and execute a cost-effective contracting & procurement operations in terms of materials and services required to support KPOC Operations including project development requirements; ensure the company business strategies and objectives is achieved while assuring the adherence to PETRONAS & KPOC Tendering & Contracting procedures; protect & uphold company image as a prudent Operator.

Principal Accountabilities

*Plan and execute the strategies and follow the guidelines and frameworks for the procurement operations for Contract management in terms of materials and services through projects synergy, contract integration, joint tendering between PACs & Co-ventures for Economies of Scale (EOS) and through KPP & MPP initiatives to achieve value savings for the company while conforming to the established PETRONAS and KPOC procurement policies, procedures and guidelines.

*Implement contracting & procurement operations for KPOC, preparation of bid document package, participate in the tendering, clarification & evaluation of tenders, contract award, negotiation and finalizing the contract agreement / document in compliance to PETRONAS and KPOC Tendering and Contracting procedures to meet operations and project schedules to avoid work/project deferment.

*Initiate market intelligent review/survey and update the contracting and purchasing system database to analyze market price trending and competitiveness, explore available resources and opportunity for cost savings and identify potential areas for business improvement.

*Act on urgent & ad-hoc requirements & resolve issues to provide total quality solutions through optimization of available resources, effective planning and work coordination, evaluation and elimination of business risks or exposure due to the urgent requirements and ensuring no compromise to the quality and/or work/project schedules.

*Prepare KPOC and PETRONAS Tender Committee papers (Tender Plan, Technical Evaluation Report, Techno-Commercial Evaluation and Award Recommendation Report) in collaboration with end users to meet project schedules to ensure tender documentations are in accordance to PETRONAS standards.

*Lead and coordinate the contract & procurement post award activities by proactively communicating with operations/project teams, vendor representative and logistics personal to ensure the delivery of materials and equipment are as per schedule and meeting the operations/project requirements.

*Coordinate and execute the management and monitoring of contracts' Approved Contract Value (ACV) through monthly reporting of expenditure to date, at 70% ACV and 7 months contract expiry to ensure strict control and utilization of ACV to eliminate retroactive ACV revisions, timely requisition for contract extension or the establishment of new contract.

*Provide advisory services to end-users on Tendering & Contracting and share the information on assessment of market forces, strategies & directions, evaluation of business risks and exposures, sharing of experience and lesson learned to provide a total business solution to best meet operations/projects requirements.

*Monitor vendor work performance & compliance to Contractual Terms & Conditions through the established tracking mechanism, provide feedback on vendor performance and assist in the resolution of issues to ensure no delay or interruption to operations/projects execution.

*Communicate and interpret the objectives and provisions of the Codes of Conduct (COC) and HSE policies to all levels of staff. Undertake appropriate mitigation/intervention programs and sustain high staff discipline and industrial harmony.

*Implement Business Improvement Initiatives to improve the current work processes.

Requirements
*Minimum Degree Holder in Technical, Science, Business, Quantity Surveying or Law Disciplines.

*Professional qualification in purchasing/supplies or contract management is an added advantage.

*Minimum of 3 years in Oil & Gas Industry

*Technical/Functional Skills:

1.Understanding of E & P Business and possess technical awareness in operations. Has at least 5 years work experience in supply chain specialising in contracting or procurement.

2.Experience in Oil &Gas Exploration and Production would be advantageous
