Title: Technical Director
Reports To: Chief Executive Officer

The Technical Director will attend to the company's interests in monitoring the activities of the contractors and the IQF, to ensure the coordinated and efficient resolution of design and construction problems and client concerns. The Technical Director will be required to track the design development, and detect scheduling and construction problems ahead of time and discuss such with the CEO in order to establish proactive response. The Technical Director will, in coordination with the IQF, ensure quality of construction and efficient resolution of RFI's and construction related problems. The Technical Director will lead the Concessionaire's construction supervision team and will report to the Chief Executive Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

*Track the project schedule in logical steps and identify obstacles and risks to achieving milestones. Advise the CEO of delays that have meaningful impact on the project milestone(s) completion. Address any project schedule concerns with the contractor and the client as directed by the CEO.
*Interpret and explain plans and technical details that have significant construction or operational risk or impact on the operations and maintenance, to CEO.
*Study the design and determine constructability or operational concerns related to the contractor's planning.
*Resolve day-to-day problems that have been raised to the construction supervision team, including coordination and resolution with Contractor, IQF, or ODOT as may be the case and as directed by the CEO.
*Ensuring that RFI's are dealt with in the most efficient manner insofar as it relates to decisions that the IQF can take.
*Apply knowledge of standards and specifications, and the Concession Contract framework to take advantage of every opportunity to assist the contractor with schedule, process, and means and methods.
*Inspect the project works and ensure continued flow of information to monitor progress of construction and identify any possible construction risks affecting schedule as soon as possible. Keep the CEO briefed at all times.
*Support and direct the Construction Manager(s).
*Keep track of permit approvals and identify impact thereof to construction.
*Keep track of plan status (RFC/ working at risk) and advise the CEO of any impact related to start of construction or fabrication of structural elements.
*Track design and construction approvals required from ODOT to ensure that the construction is not unnecessarily delayed.
*Oversee the satisfactory performance of the IQF with respect to project scope, and ensure that the direction and actions of the IQF match the company's goals.
*Be familiar with contractual requirements, changes and additions to contractual agreements, and have good interpretive skills.
*Attend construction and design progress meetings and other meetings as necessary.
*Have a good awareness of the quality control programs and raise any concerns to the company's quality manager or the CEO.

*Summarizing and reporting activities as required by the CEO.

Direct supervision of Construction Manager(s), IQF scope of work and performance.

*Must possess a degree in Civil Engineering
*5 to 10 years in a Construction/Project Management position on a roads and bridges construction project
*Must be attentive to detail
*Possess good communication skills
*Must have good coordination skills
