The Role

The role :

Within the Growth function, the Development Manager takes full responsibility for a portfolio of large projects mainly consisting of ground or floating power plants, agrivoltaism, photovoltaic car parks or large roofs. the Development Manager is responsible for all steps from first steps of development  to ready-to-build.  The Development Manager is supported by a development assistant within the team and strong internal skills for the various support teams: design office, asset managers, financial analysts, legal counsel, Operations & Maintenance.

The main tasks include project design and authorisation, local consultation to obtain favourable resolutions from municipal or inter-communal councils, framing the project with all the influential players in the area to obtain authorisations: State services, local authorities, local associations; consulting and managing external service providers: The Development Manager is responsible for the preparation, submission and follow-up of applications for authorisations, and the responsibility for the "PTF" applications to the network operator.  The Development Manager is responsible for the economic security of the project: financial modelling, proposal for the electricity sales tariff, preparation and submission of applications for the CRE calls for tenders or negotiation of the direct sales contract with an off-taker. The Development Manager is also responsible for the origination of certain projects: based on opportunities that they have detected directly (near the sites under development or through their own network), they qualify potential sites by contacting the owner and, if necessary, undertake a feasibility study and negotiate the terms of the lease agreement and then sign it.

Desirable Skills :

- 5 years of higher education in urban planning, environment, or engineering
- Knowledge of environmental regulations and experience in project development in the field of renewable energies in France
- Interpersonal and negotiation skills; Autonomy, motivation, organization, and rigor
- Fluency in French and English;
- Driver's license required.

Le poste :

Au sein de la fonction Growth, le/la Chef/fe de Projets Développement assume la pleine responsabilité d'un portefeuille de grands projets principalement constitués de centrales électriques terrestres ou flottantes, d'agri-PV, de parkings solaires photovoltaïques ou de grands toits. Le/la Chef/fe de Projets Développement est chargé/e de toutes les étapes, depuis les premières étapes du développement jusqu'à la phase de prêt à construire. Il/elle s´appuie par un assistant de développement au sein de l'équipe et par des compétences internes solides des diverses équipes de soutien : design, gestionnaires d'actifs, analystes financiers, conseillers juridiques, et exploitation et maintenance.

Les principales activités comprennent la conception et l'autorisation du projet, la consultation locale pour obtenir des résolutions favorables des conseils municipaux ou intercommunaux, le cadrage du projet avec tous les acteurs influents de la région pour obtenir les autorisations : services de l'État, autorités locales, associations locales ; consultation et gestion des prestataires de services externes.  Le/la Chef/fe de Projets Développement est également responsable de la préparation, de la soumission et du suivi des demandes d'autorisation, ainsi que de la responsabilité des demandes PTF auprès de l'opérateur de réseau. Le/la Chef/fe de projets développement est responsable de la sécurité économique du projet : modélisation financière, proposition de tarif de vente d'électricité, préparation et soumission des demandes aux appels d'offres de la CRE ou négociation du contrat de vente directe avec un preneur. Le/la Chef/fe de Projets Développement est également responsable de l'origine de certains projets : sur la base des opportunités détectées directement (près des sites en développement ou via son propre réseau), il/elle qualifie les sites potentiels en contactant les propriétaires et, si nécessaire, réalise une étude de faisabilité, négocie les termes du contrat de location, puis le signe.

Compétences souhaitées :
  • 5 ans d'études supérieures en urbanisme, environnement ou ingénierie
  • Connaissance de la réglementation environnementale et expérience dans le développement de projets dans le domaine des énergies renouvelables en France
  • Compétences interpersonnelles et négociation ; Autonomie, motivation, organisation et  rigueur  
  • Maîtrise du français et de l'anglais 
  • Permis de conduire requis
