Why is AI data center growth colliding with the US power grid?

The AI infrastructure boom has run into a wall, and it isn't compute. It's power.

Over the past week, three of the US's most consequential grid decisions this year landed almost simultaneously. Texas Governor Greg Abbott ordered the Public Utility Commission and ERCOT to audit every AI data center interconnection request in the state, with non-compliant projects to be denied grid access outright. Oregon's governor terminated a land sale that would have brought a three-building data center campus to Marion County. And PJM, the largest wholesale power market in the country, secured board approval for a framework requiring new AI-scale loads to either bring their own generating capacity or accept curtailment during shortages.

None of these is anti-AI moves. They are grid operators and state governments drawing a line under a build-out that has, for several years, been allowed to outpace the infrastructure meant to support it.

The scale of the mismatch

PJM is now projecting roughly 70GW of new large-load demand by 2038, a figure that would have sounded implausible five years ago. That scale of demand doesn't just strain generation and transmission. It strains the relationships developers need with the communities hosting these projects, and that's exactly where the next fault line is opening up.

Why trust is now a delivery risk, not a PR concern

An estimated $130 billion in US data center projects were delayed in 2026 due to community opposition alone. The industry's instinct has often been to treat that resistance as NIMBYism to be managed rather than a structural signal to be addressed. Regulators increasingly disagree, and Oregon's cancelled land sale is a direct illustration of what happens when that instinct proves wrong. Permitting is no longer a formality that follows site selection. It's a condition that has to be earned alongside it.

What comes next

Expect more states to follow Texas and Oregon's lead. Expect PJM's framework to draw close attention from other regional transmission organisations watching how FERC responds. And expect the businesses that treat grid access and community trust as a genuine capability, not a compliance box, to pull ahead while competitors stall.

The AI data center race was never just a compute race. Grid access isn't a formality anymore. It's a condition you have to earn.
