Commissioning Manager

Commissioning Manager

Singapore

About the Opportunity

Our client is a rapidly growing climate technology company developing and deploying advanced process facilities across the energy and industrial sectors.

As part of a major project currently under development in Singapore, they are seeking an experienced Commissioning Manager to lead commissioning strategy, operational readiness and startup execution for a complex process facility. Acting as a critical bridge between engineering, project delivery, contractors and future operations teams, the successful candidate will drive commissioning activities, proactively identify and mitigate startup risks, and ensure full system readiness through to successful plant startup.

This opportunity is ideally suited to a senior commissioning professional who is excited by the prospect of joining a high-growth organisation and helping shape a business during a pivotal stage of its development. The successful candidate will be comfortable operating within an entrepreneurial environment where adaptability, initiative, accountability and a hands-on approach are highly valued.

Beyond technical expertise, the role requires an individual who enjoys building from the ground up, influencing decisions across multiple stakeholders, and working closely with leadership to establish the foundations for long-term operational success.

This is an excellent opportunity for someone who combines strong technical and operational expertise with the ambition to contribute to a growing organisation while playing a key role in the delivery of a strategically important industrial project.

Key Responsibilities

  • Serve as the commissioning and operations subject matter expert within the engineering team, providing practical, operations-focused input into process design, equipment selection, facility layout and system integration to ensure commissioning readiness.
  • Develop and execute commissioning strategies, plans and procedures aligned with project milestones, working closely with engineering, project execution and site teams to proactively identify and mitigate startup and operational risks.
  • Establish system and subsystem breakdown structures and implement robust tracking processes for mechanical completion, pre-commissioning and commissioning activities.
  • Provide hands-on leadership throughout pre-commissioning and commissioning phases, ensuring a seamless transition from project execution into operations.
  • Support startup, early operations and operational readiness activities while contributing to the development of the future operating model, including assessment of internal capability development and outsourced service requirements.
  • Drive a fit-for-purpose approach throughout the project lifecycle, balancing immediate execution priorities with long-term operational objectives and future growth plans.
  • Collaborate effectively across multidisciplinary teams, ensuring operational requirements are incorporated throughout design, construction and startup phases.
  • Champion safety, operational excellence and continuous improvement throughout project delivery and commissioning activities.

Qualifications

  • Degree or Diploma in Chemical Engineering or a related discipline.
  • 20+ years of experience in commissioning, startup and operations within complex industrial or process facilities, preferably within refining, petrochemical, gas processing, industrial gases or related industries.
  • Proven track record leading commissioning and startup activities for large-scale process facilities, with a strong focus on safety and operational performance.
  • Deep understanding of design-to-operations integration, including the impact of engineering decisions on operability, maintainability, reliability and commissioning execution.
  • Demonstrated experience working across the full project lifecycle, from design and construction through commissioning, startup and early operations.
  • Strong experience working within multidisciplinary engineering and project delivery teams, effectively representing operational requirements and influencing key project decisions.
  • Ability to operate as a senior individual contributor, exercising sound judgement, autonomy and accountability in a dynamic project environment.
  • Experience building, developing and leading teams while collaborating effectively with internal and external stakeholders.
  • Understanding of operating model development, including the evaluation of internal operational capabilities and third-party service providers.
  • Familiarity with Singapore Workplace Safety and Health (WSH) regulations and industry best practices is advantageous.
  • Willingness to travel as required for project execution, site activities and stakeholder engagement.
