Subsea Cable Development Specialist (Manager / Senior Manager)

Location: Singapore. Thailand, Malaysia, Philippines, and Indonesia can be considered. 

A leading connectivity infrastructure company in Singapore is hiring a Subsea Cable Development Specialist. This is a high-impact, end-to-end role covering the full lifecycle of submarine cable projects across the APAC region.

The Role

You will drive the development and delivery of submarine cable infrastructure projects from initial planning through to commissioning. You will work across joint build partnerships, customer relationships, vendor management, and internal commercial and legal teams to get projects across the line.

Your core responsibilities will include:

• Planning new subsea cable routes by working with joint build partners, customers, and internal teams to assess commercial demand and technical viability.
• Converting business requirements into detailed engineering specifications, covering fibre pair count, technology selection, cost optimisation, and future-proofing.
• Evaluating optimal cable routes through desktop studies and driving the full Invitation to Tender process, including bid evaluation, adjudication, and vendor selection.
• Negotiating and finalising supply contracts with subsea cable vendors in close coordination with partners and legal teams.
• Managing project implementation with vendors and partners across design, manufacturing, and installation phases.
• Coordinating with landing service providers and internal teams to ensure all purchaser deliverables are ready on time, including permits, cable landing stations, fronthaul routes, and wayleave agreements.
• Supporting customers and partners through site surveys, CLS design and build, installation, and testing and commissioning of submarine cable and terminal equipment.
• Assisting customers with statutory permit applications across relevant jurisdictions and providing ongoing regulatory support.
• Owning the customer relationship throughout the project lifecycle and serving as the primary point of contact for implementation matters.
• Running periodic review meetings with partners, customers, and vendors to manage performance and resolve issues.

What You Bring

• Degree in Electrical, Electronics, or Telecommunications Engineering.
• 7 to 10 years of experience in submarine cable projects or submarine cable operations.
• Direct experience across conceptualisation, design, vendor selection, contract formation, and project implementation stages.
• Hands-on familiarity with submarine cable equipment including PFE, OADM, SLTE, OTDR/COTDR, monitoring equipment, and spectrum analysers.
• Experience in customer service delivery, assurance, or partnership management within a cable or international connectivity context.
• Strong analytical and problem-solving skills with the ability to prioritise and manage competing demands.
• Proven ability to work across multiple external stakeholders, including suppliers, partners, customers, and internal departments.
• Comfortable working independently in a fast-paced, unstructured environment with minimal supervision.
• Willingness to travel within the region as required.
