Duties:

The Commissioning Analyst IV applies an intensive and diversified knowledge of engineering/commissioning principles and practices in broad areas of assignments and related fields; makes decisions independently on engineering/commissioning problems and methods; represents the organization in meetings to resolve important questions; requires the use of advanced techniques and the modification and extension of theories, precepts and practices of his/her field and related sciences and disciplines.

May have supervisory oversight responsibility for exempt, non-exempt employees and/or technical work groups performing checkout and startup on newly or modified existing equipment and systems.

May mentor employees and/or lead the work of project

Oversee and/or create the testing/commissioning planning, implementation, quality control, scheduling and budgeting, and status reporting on a given construction project or group of projects ensure standard practices are utilized.

Responsible to define the scope of the testing and commissioning; prepare the testing and commissioning schedule, update that schedule as it evolves and communicate progression to management.

Become familiar with plans and specifications, procedures and related material for each project and follow company established standard procedures for file structure and standard drawing procedures for projects.

Active role in developing schedule with a moderate to large budgetary responsibility or impact (in both size and scope) for all assigned projects identifying and minimizing potential risks to the timeline and budget.

Coordinate equipment going online with plant resources and schedule all vendor supported startup of newly or modified

Develop design validation and Project turnover packages for EPM Projects for mechanical and electrical equipment, electronic devices, tools, plants, facilities and systems while applying the principles of motion, energy, force, and materials.

Read and understand electrical and mechanical prints including wiring diagrams, schematics and P&ID’s and updating them to reflect the “As Built”

Performing or managing instrument and mechanical component level testing such as instruments, controls, and individual loop functions.

Performing or managing electrical component level testing on cables (Low/Med/High voltage), transformers, motors, pumps, valves, dampers, switchgear, MCC, system protection devices (ex: voltage transformers, current transformers, electromechanical/digital/solid state relays, etc.).

Calibration, maintenance, and troubleshooting of process instrumentation, experience programming, and test I&C systems (ex: DCS, PLC, SCADA).

Performing or understanding hydrostatic, pneumatic, and other mechanical testing and operation.

IEEE and NETA standards relative to acceptance and maintenance testing.

Performing or managing proof testing or system acceptance testing.

Planning and coordination between various groups such as Operations, Maintenance, and/or Vendors for startup & commission activities, training activities, documentation activities, and/or procedure creation/reviews.

Experience developing and managing budgets, schedules, commissioning plans, test plans or packages, technical/operation procedure creation, user training, quality plans, and/or other required documents for record.

Support the project with design, reviews, troubleshooting, and other expertise throughout the project lifecycle.

General problem solving and troubleshooting.

Other duties as assigned or may be

Valuable experience: Microsoft tools (ex: Word, Excel, etc.).

Additional Important Information:

This position will support the commissioning of instrument, controls, and process components and systems. The candidate will need significant experience in the areas of instrument and controls systems design, configuration, calibration, programming, commissioning, maintenance, testing, troubleshooting of process instrumentation, and testing of I&C systems such as DCS, PLC, and/or SCADA systems. Experience required with actuators, regulators, valves, sensors, transmitters, transducers, Emerson Distributed Controls Systems such as Delta V and Ovation, Rockwell Automation products such as Allen-Bradley Programmable Automation Controllers, Programmable Logic Controllers, Variable Frequency Drives, etc.

Ability to independently evaluate, select, and apply engineering/commissioning theory to solve complex

Knowledge and/or experience in utility operations and application of utility

Work well in a team environment while exemplifying safe work practices and following the company’s compliance

Strong understanding of electrical equipment and industrial instrumentation and

Strong understanding of testing standards (IEEE, NETA, ), methods and the application thereof.

Application of utility business

Skill in supervisory practices/application supervising non-exempt employees and contractors.

Strong computer skills and knowledge of various Microsoft applications.

Excellent communication skills that utilize effective oral and written communication skills to provide technical expertise to coworkers, AEs, vendors and other work groups.

Efficient in issue resolution.

Education:

Bachelor’s Degree in a scientific or technical field with four or more years of experience reading electrical schematics & P&ID’s; performing/managing instruments & electrical components; mechanical testing; experience or exposure to NEC, NFPA 70E; knowledge in OSHA 10 & 30; safe work behaviors and practices; NERC standards and compliance; MPSC Gas Code.

OR: Associate’s Degree in a scientific or technical field with six or more years of experience reading electrical schematics & P&ID’s; performing/managing instruments & electrical components; mechanical testing; experience or exposure to NEC, NFPA 70E; knowledge in OSHA 10 & 30; safe work behaviors and practices; NERC standards and compliance; MPSC Gas Code.

OR: High School Diploma/GED with eight or more years of experience reading electrical schematics & P&ID’s; performing/managing instruments & electrical components; mechanical testing; experience or exposure to NEC, NFPA 70E; knowledge in OSHA 10 & 30; safe work behaviors and practices; NERC standards and compliance; MPSC Gas Code.
