Position Title: Procurement Manager, Design & Construction
Location: Melbourne, Australia
Reporting Line: Reports to Procurement Lead
Role Overview:
We are seeking a highly capable Procurement Manager with deep, hands-on experience in procuring Design & Construction (D&C) transmission projects. This position will lead the end-to-end procurement lifecycle for a major Australian transmission infrastructure project. Success in this role requires a track record of sourcing, negotiating, and delivering complex D&C packages for high-voltage transmission lines, substations, or grid connection works.
Key Responsibilities:
Serve as the specialist advisor for supplier, contractor, and consultant selection, bringing firsthand expertise in D&C procurement for large-scale transmission projects.
Lead all stages of the D&C procurement cycle, including developing procurement strategies, running EOIs, RFPs, BAFOs, and executing major D&C and EPC contracts.
Oversee the drafting and assembly of complex tender documentation, ensuring technical transmission specifications and performance requirements are accurately reflected.
Lead negotiation and execution of D&C agreements with contractors and service providers, with a demonstrated ability to secure advantageous commercial and risk outcomes.
Work extensively with engineering, project management, and external experts to deliver successful transmission line or substation procurement packages.
Ensure compliance, governance, and ethical standards are maintained throughout all procurement and contract management processes with a strong bias towards sustainability.
Identify, assess, and mitigate procurement and supply chain risks for large, critical transmission infrastructure projects.
Required Qualifications & Skills:
Bachelor’s degree in electrical or civil engineering (required); a Masters or MBA in Supply Chain or Business is desirable.
Demonstrated, hands-on experience in end-to-end D&C or EPC procurement for major transmission line, substation, or grid interconnection projects in Australia.
Expertise in procurement strategies, contract models (e.g., PPP, ITC), tendering, and package negotiation specific to transmission construction.
Proven background managing large-value procurement (>500M AUD) in complex energy, infrastructure, or mining projects, with a preference for those delivered under a D&C model.
In-depth knowledge of relevant legislation, the Australian energy market, technical standards, and contemporary procurement systems (including SAP Ariba or similar).
Experience embedding local and social procurement initiatives and working within government policy frameworks.
Prior exposure to Early Contractor Involvement (ECI) processes in transmission delivery is an advantage.
Full professional proficiency in English and ability to work within multi-disciplinary teams.
Willingness to travel and undertake site visits as required.
