External Site HSE Manager – Wind Farm Construction
Main tasks and responsibilities
Support the safe execution of the project in compliance with:
Local HSE laws and regulations
Internal company HSE processes
Project-specific HSE rules and requirements
Initiate and support HSE continuous improvement on site
Prepare, develop, and monitor the Project HSE plan and related documentation, including:
Permit to Work system
Risk assessments and method statements
Emergency response plan
Site inductions and toolbox talks
Review HSE documentation from teams and contractors (e.g., HSE plans, training certificates, equipment inspection certificates) and ensure compliance before work release
Conduct site inductions and prepare welcome packages for personnel and contractors
Participate in daily site activities:
Daily briefings and toolbox talks
Coordination meetings to highlight HSE topics and discuss corrective actions
Support implementation of Permit to Work system
Promote HSE awareness on site through safety walks, talks, and proactive engagement with teams
Conduct or support regular site inspections and audits
Ensure HSE incidents are reported, investigated, and follow-up actions are tracked
Prepare weekly and/or monthly HSE reports with key metrics such as incidents, observations, and hours worked
Work organization
Workplace: Project site (desk at site compound)
Work pattern: To be defined depending on site needs
Environment & Interactions
Work closely with:
Site Management Team (Site/Construction Manager, Installation Supervisors, Commissioning Lead)
Project Management Team
Company contractors (transport, installation, lifting, cabling, electrical, civil works)
Company QHSE organization (Country/Regional)
Maintain liaison with local authorities and emergency services as required
Key competencies
GWO certification (Working at Height, First Aid, Fire Awareness, Manual Handling)
Medical fitness for work at height
Knowledge of PPE and fall protection systems
Technical skills
Strong understanding of:
National HSE regulations
Work at height, lifting, rigging, handling, electrical and mechanical hazards
Environmental and waste management for construction projects
Familiarity with ISO 9001, ISO 45001, ISO 14001
Proficient in risk assessment, incident investigation, and reporting
Microsoft Office (Word, Excel, PowerPoint)
Languages
Fluent in English (oral and written) for site communication and reporting
Behavioral skills
Teamwork and communication in a multicultural environment
Proactive, hands-on approach to safety
Strong organizational and coordination abilities
Commitment to HSE continuous improvement and best practices
Education & Training
Bachelor’s or Master’s degree in Engineering or related field
Recognized HSE training or certification
Additional safety courses (electrical awareness, service lift training) preferred
Work experience
3–5 years in similar HSE supervisory roles on construction sites with heavy lifting
Wind energy sector experience preferred
Equipment
To be provided by the consulting company:
Car, mobile phone
Full body harness with associated fall protection PPE
Basic PPE (helmet, high visibility jacket, safety shoes, gloves, protective glasses)

IT equipment
Office space at site compound
