About the Project
Spencer Ogden is supporting a major offshore wind farm development in the Dutch North Sea. This large-scale project will play a key role in accelerating the energy transition and supporting national climate targets.
The scope includes next-generation wind turbines, foundations, 66kV array cables, SCADA and network systems, ecology packages, and other owner-operated systems such as fiscal metering. The project also includes an extensive ecology and biodiversity programme, focused on minimizing environmental impact and contributing to long-term research and knowledge sharing.
First power is planned for Q2 2026, with handover to Operations in Q4 2026.
The Role
We are seeking an experienced Control Engineer (OIV + BD) to join a multidisciplinary commissioning team. Reporting directly to the Commissioning Manager, you will be responsible for preparing, coordinating, and executing commissioning and operational activities across the project.
The role is primarily based onshore in Rijswijk, with ad-hoc travel to contractor manufacturing locations and limited offshore visits during the commissioning phase.

Key Responsibilities
Work in accordance with Dutch Electrical Standards (NEN 3140 & NEN 3840)
Monitor and coordinate commissioning and operational activities across the project
Ensure commissioning activities comply with HSSE, quality, and planning requirements
Actively support a zero-harm HSSE policy
Ensure best practices are implemented throughout commissioning activities
Maintain strong coordination and communication across contractors and stakeholders
Report commissioning progress and participate in coordination meetings
Ensure quality of commissioning execution and documentation
Communicate with the grid operator and other contractors
Optimize wind farm production and support O&M activities, including control room setup
Lead toolbox talks when required
Key Tasks
Act as SAP for switching activities and final decision-making
Coordinate closely with Lead SAPs, offshore SAPs, and MCC
Interface with the national grid operator
Review and approve PTW and RAMS
Prepare and execute switching protocols, orders, and cross-package procedures
Monitor and authorize remote switching operations
Coordinate outages, emergency response, and stakeholder communications
Monitor HV and SCADA systems, alarms, and signal testing
Maintain daily operational logs and manage shift handovers
Participate in on-call duties and daily coordination calls
Requirements
Bachelor’s or Master’s degree in Electrical Engineering
Minimum 5 years’ experience in a similar Control Engineer / SAP role
Strong experience in switching operations and electrical systems
Offshore wind commissioning or operational experience (essential)
Excellent understanding of electrical networks and C&P
Knowledge of NEN 3140 & NEN 3840 preferred
Comfortable working within international, multidisciplinary teams
Fluent in English
Strong MS Office skills
