Project HSE Manager)
Main Purpose of Job
The HS Site Engineer will provide independent, expert, and professional advice, guidance, and support to the
Windanker Offshore Project team as assigned.
This role involves supporting the on-site HSE team and coordinating documentation and work processes related to
health, safety, and environmental requirements.
The HS Site Engineer will report primarily to the Site HSE Manager.
Key Tasks
- Support the WAK Offshore Project Team through pre-assembly, construction and commissioning to
handover to operations, ensuring compliance with health, safety, and environmental requirements.
- Cooperate with the Site team and establish good cooperation with relevant Contractor personnel.
- Support the adoption of measures of occupational safety and health by WAK Offshore Project
- Act as the local on-site HS&E contact for internal and external stakeholders
- Support review and update HS&E-related documentation, i.e. HS Manual Part B3, Safety and Health plan,
required by the allocated offshore project and site information as needed.
- Assist in the implementation and continuous improvement of the WAK safety and protection concept called
‘SchuSiKo’, on both onshore and offshore sites.
- Support compilation documents containing relevant safety and health information to be taken into account
during any subsequent work on the physical structures.
- Validates together with safety engineers from other disciplines all equipment to be placed within the WAK
Windpark, ensuring documentation is complete and compliant with statutory and national legislation
(ArbSchG, BauStellV as well as ArbStättV).
- Verify that employers and contractors meet their obligations under the BaustellV.
- Onshore and offshore HS&E site inspections - to confirm the implementation of measures stipulated by IBR
and contractors in terms of the SiGe-Plan.
- Coordinate and assist in the permit to work process, on-call duties, ensure all tasks are completed and
provide support where needed.
- Support to ensure the man-hours from Contractors are received and checked.
- Provide specialist advice on risk management (i.e. HAZID), Principles of Prevention, and Safe by Design,
actively engaging other HS&E support functions.
- At shipyard/installation port, review processes and end products, making safety and environmental
suggestions to ensure windfarm components are safe and environmentally accepted before shipment, and
to protect Iberdrola employees from hazards.
- Conduct workshops and inductions, ensuring documentation and offshore plant compliance with ‘countryof-operations’ legislation to create a safe and sustainable work environment.
- Provide constant HS&E support to the project site through regular meetings, safety alerts, toolbox talks,
with contractors and stakeholders, recording the MoM via the IBR channels and tools.
- Lead, support incidents and near miss investigations, ensuring they are in line with IBRO and legislative
reporting requirements, provide advice to the team on HS&E requirements, and solutions for compliance.

- Actively promote and participate in maintaining a high standard of HSE awareness and culture on site,
ensuring adherence to HS&E standards and rules.
Key Criteria
• Essential:
• Relevant work experience in HSE assistance and coordination positions in offshore wind park projects or
O&M operations.
• NEBOSH diploma in reference to German safety legislation.
• SiGeKo qualification would be beneficial.
• Solid experience as HSE professional, with construction and contractor management, ideally within
Offshore Wind, Energy or Oil and Gas in a marine environment.
• Experience in implementing and maintaining project HSE Management System.
• Environmental qualifications in reference to German legislation (e.g. Abfall-, Gefahrstoffbeauftragter etc.)
would be beneficial.
• Mobility – willingness to travel as required.
• Driver license -Class B.
• Desirable:
• Ability to actively manage and engage with relevant internal and external stakeholders, with the ability to
create positive relationships.
• Capability to apply strategic thinking in HSE by analysing trends, developing and implementing valueadding initiatives, giving purpose to actions, and supporting the development of long-term strategies for
safety and sustainability within the project.
• Ability to create a culture of trust, respect and openness across different functions & disciplines
demonstrating an attitude of understanding to build cross-functional relationships to enhance HSE
outcomes.
• Be able to demonstrate a flexible, practical and collaborative approach to handling construction project
HSE challenges.
• Solution oriented mind set, balancing benefits & risks by understanding situations in their full complexity
and making use of information, forward thinking, and previous experiences. Taking over ownership for
execution and showing accountability.
