Role Overview
The Senior Authorised Person (SAP) is responsible for the planning, administration, management, preparation, and safe execution of all electrical works across MV/HV/LV systems within the project. The role requires strict adherence to the Client’s Electrical Safety Rules and involves operational responsibility for high-voltage installations across offshore wind turbines, offshore substations, onshore substations, and HV submarine/onshore cables.
Success in the role is defined by ensuring safe system operation, effective coordination, compliance, accurate documentation, and high-quality execution of all electrical activities.
Key Responsibilities
Electrical Safety & Compliance
Implement and manage the Client’s Electrical Safety Rules, ensuring safe systems of work.
Act as the Senior Authorised Person for MV/HV/LV switching and isolations.
Issue and control electrical safety documentation on site.
Conduct site safety inspections, audits, and compliance checks.
Provide electrical safety coordination and technical guidance.
Operational & Commissioning Activities
Lead and oversee the commissioning of grid connections, onshore substations, and all MV/HV/LV plant and equipment.
Take full electrical operational responsibility for assigned substations.
Coordinate commissioning activities throughout all construction phases.
Update MV/HV/LV schematic diagrams as required.
Oversee all operational activities to safeguard network integrity and system security.
Planning & Coordination
Collaborate with control engineers for outage management and network control.
Work closely with the Lead Commissioning Project Manager to ensure accurate project updates.
Attend commissioning panel meetings with the Transmission System Operator.
Prepare and verify high-voltage switching schedules and review method statements.
Support cross-department collaboration within the client organisation.
Technical Support & Training
Deliver training programs aligned with the client’s electrical safety requirements.
Act as a training mentor for various projects within the organisation.
Provide technical and engineering advice to working parties.
Attend FAT/SAT tests when required.
Support onboarding, authorization, and competency assessments of new candidates.
Onsite Execution & Work Control
Conduct pre- and post-energization checks across all assets.
Execute HV/MV/LV switching, grounding, and setup of isolation zones.
Establish safe worksite demarcation for contractors.
Lead toolbox talks and coordinate daily work activities.
Support project-specific administrative tasks for the Lead SAP.
Work offshore or onshore as assigned within rotation schedules.
Deliverables
Inputs to commissioning management manuals, pre-commissioning documentation, and commissioning quality plans.
FAT & SAT reports for high-voltage equipment.
Verified switching programs and related safety documentation.
Resource planning inputs and work activity schedules.
Technical inputs to design-stage documentation.
Participation in audits and assessments.
Decision Authority
Authority over MV/HV switching, isolations, and electrical safety protocols.
Control and issuance of all electrical safety rule documentation.
Overall management of electrical safety for works onsite.
Requirements
Professional Qualifications
Relevant electrical qualification suited to the SAP authorization scope.
Several years of HV operations and commissioning experience; offshore experience preferred.
Minimum 3 years’ experience with onshore substation systems.
Training & Certifications
Valid and up-to-date GWO certification.
HUET with CA-EBS (subject to site requirements).
Ability to pass an offshore medical fitness test (weight limit for climbing gear: 120 kg / 264 lb).
Technical & Physical Requirements
Proficiency with Microsoft Office (Word, Excel, Outlook, etc.).
Ability to lift up to 50 lbs.
Willingness to work in adverse conditions and respond to emergency scenarios.
On-call availability for critical tasks.
Equipment Requirements
Consultant must supply their own smartphone capable of running the latest mobile OS.
Approval for installation of the client’s mobile device management (MDM) software is mandatory.
Certain apps/data may be removed by the client if a security risk is identified or upon contract completion.
IT service desk support is limited to client-managed software.
Additional Assignment Details
Travel: Approx. 12 days/month
Shift Pattern: 14/14
Option to Extend: Up to 12 months
PPE: Consultant must bring offshore work clothing and safety boots; client provides minimum PPE and transfer equipment.
