Manager, Thermal Permitting – Renewable & Thermal Energy Developer

Location: Hybrid – Offices in West Coast 

Travel: Up to 30%

Status: Full-time, Permanent


We have been retained by a leading U.S. energy transition company that develops and owns large-scale renewable and thermal generation projects, as well as industrial and data center infrastructure. Backed by a major global investment firm, this organization is driving the next wave of sustainable infrastructure growth across the country.


This is an exciting opportunity for a Manager of Thermal Permitting to join a high-performing, collaborative team working on the development of utility-scale thermal power projects. The role offers exposure to projects from early-stage development through construction and financing, working alongside multidisciplinary teams including Development, Engineering, Commercial, Legal, and Finance.


The Role

As Manager, Thermal Permitting, you’ll take ownership of the permitting strategy for large-scale energy projects—guiding them from concept through construction. You’ll act as a subject matter expert and key liaison between regulatory authorities, consultants, and internal teams to ensure all permitting milestones are achieved efficiently and effectively.


Key Responsibilities

Lead permitting and entitlement activities for new and existing thermal energy projects.

Manage third-party consultants and coordinate with development, real estate, engineering, interconnection, and legal teams.

Develop and implement permitting strategies, including tracking, scheduling, and stakeholder engagement.

Serve as a liaison with regulatory agencies, local jurisdictions, and community stakeholders.

Represent the company at community meetings and hearings.

Support project financing and commissioning processes from a permitting perspective.


About You

3+ years of experience in the energy or infrastructure development sector, ideally with a focus on permitting or environmental compliance

Strong understanding of permitting processes across multiple jurisdictions.

Excellent communicator with the ability to influence and collaborate across technical and commercial teams.

Self-starter with strong organizational skills and a proactive, problem-solving mindset.

Bachelor’s degree preferred.

Comfortable working in a hybrid environment

Authorized to work in the U.S. without sponsorship.
