Project Manager – Onshore Wind (Freelance)

Project Overview
This client is developing a large-scale onshore wind project in the state of Montana, USA. The project is currently in the development phase, with construction targeted to commence by July 4.
The client is seeking a senior, hands-on Project Manager to strengthen local project management capabilities through development and execution. This role is critical to ensuring schedule certainty, regulatory compliance, and construction readiness.
Role Summary
The Project Manager will be responsible for end-to-end project management of an onshore wind project in the U.S., from late-stage development through construction execution. The role requires deep familiarity with U.S. wind project development, civil works, and stakeholder coordination, with a strong on-the-ground presence in Montana.
Key Responsibilities
Lead and manage project development and execution activities through construction start
Coordinate and oversee local subcontractors and stakeholders, including:
Environmental and permitting consultants
Transmission System Operators (TSOs)
Legal counsel
Civil works and balance-of-plant contractors
Ensure alignment with U.S. regulatory and permitting requirements
Manage schedule, risks, interfaces, and deliverables across all project disciplines
Play a key role in safe harbor structuring and execution under current U.S. regulations
Act as Storm’s local representative, ensuring strong site presence and proactive issue resolution
Key Requirements
Senior Project Manager with extensive experience in U.S. onshore wind projects
Proven track record managing projects from development through construction (full project lifecycle)
Strong experience with civil works and construction execution
Demonstrated experience with safe-harboring wind projects under U.S. regulations
Safe harbor experience is absolutely critical
Familiarity with IRS Notice 2025-42 is highly valued
Excellent coordination skills with multiple local and national stakeholders
Ability to work independently and take ownership in a fast-moving project environment
Location & Availability
Strong preference for candidates based in Montana or the surrounding region
Must be willing and able to travel regularly to the site near Miles City, MT
Preferred availability: 4–5 days per week on-site
